Approval delays often begin with preventable gaps in code coordination. A disciplined SBC review catches those issues before the submission loop starts.

Saudi Building Code compliance review is not a final check added before submission. It starts by defining the building's use, height, area, location, and applicable systems. An assumption that is not shared at the outset can later surface as an architectural, structural, fire, accessibility, or energy comment.

Start by identifying the applicable requirements

No single checklist fits every project. First determine occupancy classification, construction type, height and area, whether the building is new or existing, and the authorities having jurisdiction. The relevant Saudi Building Code provisions, regulations, and local requirements can then be mapped.

Record the governing edition and design assumptions in a common multidisciplinary document. This prevents one discipline from using an occupancy or risk classification that conflicts with the basis used for fire, structural load, or ventilation calculations.

Where do compliance gaps usually appear?

  • Occupancy classification, mixed-use separation, and the requirements for each use.
  • Exit number and capacity, travel distance, and the continuous route to a safe location.
  • Fire resistance of elements, separations, openings, and MEP penetrations.

  4. Interface review: confirm that a solution in one discipline does not invalidate another requirement.
  5. BIM coordination: review spaces, openings, penetrations, and service routes where suitable models are available.
  6. Submission review: verify revisions, titles, schedules, calculations, signatures, and administrative requirements.
  7. Comment closure: record the response, revision, owner, and date instead of closing issues verbally.

Multidisciplinary coordination checklist

  • Are occupancy, areas, and population assumptions consistent in every document?
  • Are egress routes unobstructed and continuous to the required exit discharge?
  • Are service openings and penetrations documented with the appropriate fire treatment?
  • Do system loads and capacities match across schedules, calculations, and drawings?

What a compliance review does not mean

An internal review does not guarantee authority approval or replace the designer's responsibility and licensing obligations. Passing an automated model check also does not prove complete compliance; some requirements depend on use, calculations, materials, and construction details that are not visible as geometric clashes.

Effect on programme and cost

An early finding may require a line, detail, or design decision. A late finding can lead to recalculation, procurement change, structural modification, or tender delay. Connect the compliance matrix to the programme through PMO controls and identify critical approval and decision dates.

Which Saudi Building Code edition applies?

The Saudi Building Code portal states that the 2024 edition was implemented from 30 June 2025. Merely changing the code year on a report cover is insufficient.

In a hypothetical fit-out, an open area is divided into rooms. Architecture reviews use, circulation, egress and accessibility. Interior design coordinates partitions, doors, ceilings and materials. MEP checks ventilation, lighting and fire-system implications. Relevant loads or openings require structural review.

Each compliance issue should identify its requirement and edition, supporting drawing, calculation or detail, and closure owner. Permits and approvals support organizes submissions and responses within scope; the authority retains the approval decision. Do not prescribe generic exit widths or travel distances without the applicable occupancy and conditions.
